Dundee City Council Migration to Evolt Network
In response to Transport Scotland’s plans to move the ChargePlace Scotland (CPS) network away from the publicly funded operator model by the end of 2025, Dundee City Council has become one of the first local authorities in Scotland to secure a long-term partnership with a private company for electric vehicle (EV) infrastructure.
As a result, Evolt will take over the management, operation, and maintenance of the Council’s public and fleet EV charging infrastructure for a 20-year period.
The migration of more than 190 chargers – including 37 rapid chargers, six battery storage systems and seven solar arrays across Dundee’s charging facilities, will begin next week.

On the 17th of November 2025, the city’s public chargers, currently operated by CPS, will begin the transition from the CPS Network to the Evolt Network. This migration process is expected to be completed by the 21st of November 2025.
Following this, the migration of depot chargers will begin on the 24th of November 2025, with the expected completion of the 28th November 2025.
Once the migration is complete, all Dundee City Council chargers will operate exclusively on the Evolt Network. This transition will ensure continued reliability, improved support and access to new features via the Evolt platform following the conclusion of the CPS Network. It also provides support of the Council’s fleet electrification strategy and builds on a partnership of almost 15 years.

FAQ’s regarding the upcoming changes
Yes, your CPS card will continue working during the transition and while CPS remains active until the end of 2025.
It is recommended that you arrange for an Evolt RFID card in advance of the conclusion of the CPS network to ensure undisrupted access to the charging facilities in Dundee.

Dundee residents are also being offered a free Evolt Network RFID card if registered and requested before 30 November 2025.
Yes, the Evolt app, WebPay and contactless payments (on DC chargers) will still be available during and after the transition.
We offer multiple ways to access and pay for EV charging sessions: via RFID Card, Web Pay, Evolt Network App, through our Roaming Partners or where applicable Contactless options.
When using payment methods other than the Evolt Network RFID card, a pre-authorisation (pre-auth) check is carried out before charging begins. This system works like pay-at-pump petrol stations, helping to prevent failed payments or misuse.

As the back office migration will take place over a week – within that week, there may be times when you use a charge point that is still under the CPS network before it is migrated. This is why you might be billed by CPS during the transition week.
Other than that, all charge points should be under the Evolt Network after the 21st of November 2025.
During the transition period between the 17th and 21st of November 2025, all charge points will be gradually migrating to the new backoffice, and once the migration is complete, a sticker with contact information will be visible on the charger. This will help you identify whether the charge point is still under the CPS network or if it is already operated by Evolt.
